The bulging out of the center of the holder is called "diaphraming" and it is a common problem in certain types of holders that are sonically sealed. It can be seen quite often on NGC holders but the one pictured is a more extreme example of it. The early NGC holders (prior to addition of the cross bar to strengthen the holder) also diaphramed or bulged outward. The cross bar was probably an attempt to prevent this from occurring as well as secure the gasket.

NGC does have a very good holder but it is not without some "issues" that other services don't have. These flaws are common and usually the designer of the holder and the makers of the sealing machine tools work together to correct or improve design flaws and prevent these issues from occurring. Apparently, that didn't happen during tooling for production of the last couple of generations of NGC holders.

The center bulge is one of the holders most noticeable problems as is "Flashing". Flashing is the melted plastic that is extruded at the edge of the holder along the seam. This is the result of the top and bottom being uneven when set in the sealing machine and/or from the weld settings being a bit too high and too long. It is also a common problem in sonic welding.

Less noticeable is the compacting of the raised edge on the face and back of the holder. This problem is also caused by the sealing machines settings applying too much pressure and for too long causing the horn impair the case during welding. While the raised edge on the edge of the face and back of the holder allow for stacking of the holders, they actually make the piece harder to weld. To compensate for this, weld pressure and time may be increased to ensure a proper seal.
較不為大家所注意的是盒子正面和背后的突出邊緣被壓平了,這個問題同樣是由于封裝機器設定時給予了太多的壓力和太長的時間,以致熔接時盒子被損傷了。

If you look at other holders such as PCGS, which is sealed in much the same was as NGC's holders, you will notice their design is significantly different and don't have these problems as a result. The raised rim is sectional on the PCGS holder and as a result it doesn't interfere with the weld in the same way.

Despite how the bulge and flashing may look, it doesn't mean the holder isn't sealed well. On the contrary, NGC has one of the best seals or weld of any of the holders currently in production, it just isn't always the cleanest looking.
