Here is my understanding:
Usually, gift to VIP would packed in a nice box, such as Shenyang Mint proof set.
The Shanghai Mint was asked by the experts inside China about the histroy of this set many times. They were told this set was never issued.
Here are the differences between sets in China and this set in US.
The package is difference; double sealed but not connected in China set, while US set is in a connected double sealed pouches.
Here is my speculation to answer the question: Why this set with different package could be shown up in US?
From April 26 to 30, 1984, US President Ronald Reagan visited China and from July 21 to 31, 1985, Chinese President Li Xiannian conducted an official visit to the United States. Perhaps, this set was specially made for either staffs of Preisdent Reagan as a gift during his visit or as gift to US VIP during President Li's visit to US. The set might come with a nice gift box similar to Shenyang set. However, the previous owner might like the box better than the coin and decided to keep the box and sell the coins only. This is purly my speculation for discussion.”
